Back when Warner Brothers along with Zack Snyder announced a two-part Justice League story arc. It was first revealed to have Steppenwolf as the main villain leading towards the Leagues battle with Darkseid. However, after the film being cut to shreds; with only one mention of Darkseid. And with the film bombing at the box office (while also being praised by critics) Warner Brothers seems to be changing their initial plans for the villains in the DC Extended Universe.

Now according to Mario-Francisco Robles of El Fanboy (formally of Latino-Review), it seems the studio will be departing from their initial plans with the League-leading towards their battle with Darkseid. But now will instead start adding post-credit scenes that will lead towards the Legion of Doom.
During the end tag of Justice League, it shows Lex Luthor (Jesse Eisenberg) escaping Arkham and meeting with Deathstroke (Joe Manganiello) on his yacht. This new overall story arc will begin with Aquaman. With Omega Underground speculating it could show Black Manta (Yahya Abdul-Mateen II) also joining the Legion.
It should also be noted that there is a theory online that The Joker (Jared Leto) could join the Legion based on the Purple Lamborghini music video that was released right before Suicide Squad debuted last year. Looks like Joker is also on a boat headed somewhere with a skyline that looks similar to Deathstroke and Lex Luthors scene.
Of course, this is all hear-say and should be taken as a rumor for now until more information is brought forward…
